From the larger context: in business the imperative is to grow beyond theorganizational challenges which act to inhibit success. The role falls to the organizational culture and to the inhibitors and facilitators. This process called “aiming” is intended to support the focusing and directing innovation. This helps to build the network of “roles” which contribute to the successful search for the “new” thus building a bias for experimentation.
The search for new sources of growth requires senior management to seek out those who respond favorably to the potential innovation while establishing a powerful, compelling coherent sense of direction for the team. They need to create an atmosphere of organizational legitimacy by avoiding management styles that sabotage such as on-again / off again adherence to standards and agreements.
